TOURNAMENT
RULES
1.
Age Levels: There are four age levels in this tournament: 12 and under (12U) 14
and under (14U) 16 and under (16U) and 19 and under (19U)
2.
Registered Players: All players registering for the tournament must be
registered on a USA hockey team for the current season and be able to show proof
of registration at the
tournament.
Canadian teams can participate in the tournament if they are properly
registered
in Canada and their team members' birth dates align with the USA age
groupings.
3.
Game Format: We have 6 teams at each age level. Each age level will be divided into two groups of 3 teams
for round robin play. Standings will be
determined on the basis of two (2) points for a win, one (1) point for a tie,
and zero (0) points for a loss. Following round robin play, the top place team from
one group will play the second place team from the other group in
single-elimination cross-over games. The third place teams from the two groups
will play each other in a consolation game.
The winners of the cross-over games will then play to determine the
championship.
4.
Length of games: All 19U, 16U and 14U teams will play three 15-minute stop-time
periods with 2 minute minor penalties. 12U teams will play three 12 minute
stop-time periods with 1:30 minute minor penalties. The ice will be resurfaced
at the end of each game.
5.
Defaults: Should there be a willful default by a team in the tournament, that
team is
eliminated
from further tournament play and the winner from the default is awarded the
win
and receives the score of 1-0.
6.
Overtime: For regular or consolation games, games tied at the end of regulation
play will end in a tie. For any crossover and championship games, teams tied at
the end of regulation play will play overtime periods of 5 minutes beginning
with 5 on 5 for the first overtime period and then 4 on 4 for the second. The
team scoring the first goal in overtime play wins. If still tied after two
overtime periods, the winner will be decided by a shootout.
7.
Shootout: In the event that neither team scored a goal during overtime play, a
shootout will take place in accordance with NYSAHA Rule #20D.
8.
Tie Breaking Rules: If two or more teams have an equal number of points at the
conclusion of regular round robin games, their position in the standings shall
be determined by the first of the following rules to establish a ranking. If
one tie-breaker establishes a ranking for one of three tied teams, then that
team is placed in the applicable ranking, and the remaining teams shall start
the tie-breaking process over again.

Goal ratio: total number of goals for divided by the total number of goals for
plus goals
against,
in all round robin games (GF*/GF*+GA). The team with the highest ratio
prevails.

maximum 6 goal differential per game will be used (ex: 10-2 score becomes, for
this purpose, 2 goals against, 8 goals for); increasing the score to a greater
than 6 goal differential will not increase a team’s goal ratio

If still tied, the team with the fewest goals scored against in all round robin
games, up
to
a maximum of 6 goals against per game, will prevail.
d.
If still tied, the winner of a single coin toss will take the higher position.
9.
Fighting and Game Misconduct: Fighting is not allowed. Any player and/or team
official assessed a major fighting penalty will be suspended for the remainder
of the tournament. Any player and/or team official who is assessed a game
penalty may be suspended for the remainder of the tournament.
10.
Mercy Rule: If one team is ahead by seven or more goals at any point in the
third period, the clock will change to running time.
11.
General Rules: Except as indicated here, all USA Hockey rules will govern and
will be enforced.
12.
A Disciplinary Committee will operate during this tournament. It shall be
composed of three people and shall be appointed prior to the first game by the
Tournament Director. The committee
shall be responsible for deciding any action, suspension or otherwise, to be
taken against a player or team official receiving a game misconduct or match
penalty. The committee shall have full
power to waive or increase the one or two game suspension called for in USA
Hockey Rule 404(c)(game misconduct) for this tournament.
No
player or team official shall be suspended from participating in the tournament
unless she or he has been provided the opportunity to appear before the
Disciplinary Committee to relate her or his version of the incident.

Shoot-Out: When the overtime period is over
and no one has scored a goal, the shoot-out procedure shall take place and
shall be conducted as follows:
A shoot out is defined as a player attempting
to score a goal and the opposing goalkeeper attempting to stop the shooter from
scoring a goal.
The referee shall call the two captains to
the referee’s crease to flip a coin to determine which team takes the first
shot. The winner of the coin toss will have the choice whether his/her team
will shoot first or second. (The Captain of the team who traveled to farthest
to the tournament site will call the coin toss).
All goalkeepers and players from both teams
listed on the official game sheet shall be eligible to participate in the
shoot-out.
However, any player whose penalty had not
been completed when the overtime period ended or who receives a penalty during
the shoot-out procedures is not eligible to be one of the players selected to
participate in any portion of the shoot out procedure(s).
The shoot-out procedure shall begin with five
different individual shooters from each team taking alternate shots. The
players do not need to be named beforehand.
The goalkeepers from each team may be changed
after each shot.
The players of both teams will take the shots
alternately until a decisive goal is scored. The remaining shots will not be
taken.
If after the shoot-out, the shoot-out score
is still tied, there will be a sudden death shoot-out.
Sudden Death Shoot-Out:
The sudden death shoot-out will be conducted as
follows:
A sudden death shoot-out is defined as each team
attempting a shot. Should one team be successful and the other team not, the
successful team shall win the shoot-out.
Teams will select their shooters to participate in
sudden death shoot-out, whether or not they shot in the previous round.
All goalkeepers and players from both teams listed on the official game sheet shall be eligible to participate in the shoot-out.
However, any player whose penalty had not been completed when the overtime period ended or who receives a penalty during the shoot-out procedures is not eligible to be one of the players selected to participate in any portion of the shoot out procedure(s).
Players in a sudden death shoot-out shall not
be allowed to take another shot until four additional shooters have completed
their attempts.
The goalkeepers from each team may be changed
after each shot.
The official scorekeeper shall record all shots taken
indicating the players, goalkeepers and goals scored.
